Shots were fired on Tuesday at a Bangkok army base where Prime Minister Yingluck Shinawatra was holding a meeting with the Election Commission.
Emergency services said two people were injured. They have been sent to nearby hospitals.
The shots were fired far away from where the meeting was taking place and near where about 500 anti-government protesters had gathered.
Yingluck was meeting the Election Commission at the army complex to settle on a date for the general election.
The Thai government wants the controversial elections to go ahead on February 2 despite threats by opposition protesters to disrupt the polls to stop the ruling party returning to power.
The Commission has proposed to delay the elections by up to four months, given the ongoing unrest in the country.
